Advocacy Committee for Auditor Roles in Performance Measurement

 The Advocacy Committee for Auditor Roles in Performance Measurement has been assisting the project in a variety of ways.  These include appearing in project events including online CPE training, providing written or oral testimony for auditor roles to organizations promoting performance management or reporting practices, making referrals to audit organizations that are good candidates for adopting new practices, making training referrals, and providing expert advice.  The project team is excited to have such an outstanding group of experienced government audit leaders to advocate for innovative audit practices that add value to government performance and accountability by improving how performance is measured and managed.

Biography of the Advocacy Committee Chair

Sam McCall, PhD, CPA, CGFM, CIA, CGAP is the City Auditor of the City of Tallahassee.  Dr. McCall previously worked for the Florida Legislature as Deputy Auditor General in the Office of the Auditor General.  His education includes a Bachelor’s in Accounting, Master in Public Administration, and Doctor of Philosophy in Public Administration.  His Ph.D. dissertation at Florida State University was "An Analysis of Local Government Performance measurement Reports." Dr. McCall has been active in standards setting for financial and performance auditing, internal auditing, and financial accounting standards. He has served on the Comptroller General’s Advisory Council on Government Auditing Standards and The Institute of Internal Auditors (IIA) International Internal Auditing Standards Board.  He currently serves on the IIA Public Sector Committee. He is Past National President of the Association of Government Accountants (AGA) and currently serves as a Trustee of the AGA Academy of Government Accountability. He has received national recognition by the AICPA and AGA and state and local recognition by the North Florida Chapter of the American Society of Public Administration, Florida State University, the Florida Senate, and the City of Tallahassee.  In 2008, he received the Robert W. King Memorial Award, AGA's highest award.  In 2008, the Tallahassee Chapter of the IIA recognized Dr. McCall with their Lifetime Achievement Award.
