Practice 4a. Encourage management: Encourage management to develop and implement performance management systems.

The City Auditor’s Office often encourages management of city agencies to develop or improve performance management, both as part of performance audits and informally through discussions with managers. In 2002, the City Auditor’s Office conducted an entity-wide study of performance management practices, including the extent of use of performance information in planning, budgeting, managing, and public reporting. The December 2002 audit report Managing for Results: A Proposal for the City of Portland examined the strengths and weaknesses of existing City of Portland performance management practices and provided a proposal to implement an integrated managing for results process in Portland, which was accepted by the City Council, whose members serve both elected policy functions and executive management functions as heads of city bureaus. Building upon that report, since 2003 the City Auditor’s Office has organized annual Service Efforts and Accomplishments (SEA) report chapters by Bureau goal, thus emphasizing the Managing For Results (MFR) aspect of the SEA report. This is intended to encourage and foster the MFR thought process within the bureaus and among City Council members.
