Practice 4a. Encourage management: Encourage management to develop and implement performance management systems.

Florida Office of Program Policy Analysis and Government Accountability (OPPAGA) [Profile]

OPPAGA promoted management best practices for Florida school districts, related to the “Best Financial Management Practices Reviews” of local school districts that OPPAGA and the Florida Auditor General conduct, under the Florida Sharpening the Pencil Act (Practice 1a. Audit performance).  OPPAGA and the Auditor General developed a set of “best practices and indicators” for school districts and provided on-line access to a “Self-assessment Instrument” district management could use to determine whether their school district was using the best practices, including the best practices for performance accountability.  See “tools” below for the section of the Self-assessment Instrument for “Performance Accountability Systems.”  Best Financial Management Practices Reviews are no longer routinely conducted, but follow-up work on several prior reviews are ongoing.
